I think that people are not responsible for their behaviors until they're 18. Up until your 18, you live with your parents who have control over what you do. If people break the law or do something they're not supposed to, there isn't nearly as big of a consequence because they're still considered a minor. But they're really isn't a difference in whether you're 17 or 18, you still know what you're doing and you still have the same beliefs about things, yet there is a major difference in what happens when someone under 18 does something and when someone over 18 does something. Teenagers know what they're doing, yet if they do something wrong they arn't really held accountable.
