When Perry says to Dick,“…once a thing is set to happen, all you can do is hope it won’t. Or will – depending. As long as you live, there’s always something waiting, and even if it’s bad, and you know it’s bad, what can you do?” he is saying that becase his actions are predetermined by fate he cannot be held responsible for anything he does, good or bad. This is a poor excuse in my opinion by Perry to get himself out of any trouble because he is not responsible for his actions fate is. Perry does not want to stand up for his poor actions in life and takes the cowardly way out by saying he does not choose his own destiny his fate has already determined it for him. We are all told as kids that when we do something wrong we are supposed to stand up, face the consequences and learn from them. Perry has not learned this or simply is too cowardly and therefore hides behind his "fate".
