I believe that we are not responsible for our actions when we are too young to consider the outcome of our actions. This age can very based on the situation. Some ages can be younger than others. For example when we are about the age of 4 and we deliberately steel a playmate's toy, then at that point we are responsible for our action because we knew that we weren't supposed to do that. Once you are consciencely knowledgable of your actions and there reactions, then you responsible for your actions.
