Literary non-fiction is the retelling of a true story with enhanced details and plot so that it reads like it could be fiction. This is different from regular reporting because it reads like a story and has large amounts of detail and insight into the victims' and criminals' lives. Regular reporting usually just states what happened and very little background information. This makes it much less interesting to read, but also makes it much shorter and easier to gain a basic understanding of what happened. I believe that he wrote In Cold Blood the way he did because it makes it a story and not a list of events. It affects the readers by making them more attached to the character and sympathetic towards both the victims and the criminals.
