The only time we aren't responsible for our beliefs and actions is when we are unwillingly made to act on another's behalf, such as with alien brainwashing or under the Imperius Curse . Other than those extreme circumstances, we are completely responsible; what we do directly and indirectly impacts others, so we must take responsibility for our actions and their consequences. Even though our beliefs are shaped by our environments, you can't logically make the argument that someone in this day and age can be completely isolated from other viewpoints and ideologies unless they are raised and kept in the middle of nowhere, in which case their actions won't usually affect anyone outside that immediate area. So, overall, we are completely responsible for what we do, no mind to how we were raised or treated or even what genes we have. These things can explain behavior, but by no means excuse it.
